Jerome Paige has over 30 years of experience in leadership and management in higher education, the public sector, and non-profit organizations. He has held full-time academic and administrative positions at the University of the District of Columbia (UDC), the University of Baltimore (UB), and the National Defense University (NDU).
A 45-year resident of DC, Jerome has an ongoing professional interest in the relationship between changing economic conditions in DC and the changes in the policy issues the District faces. He is the author of several papers and reports on policy issues in DC such as housing development, neighborhood revitalization, financial control boards, economic development, supermarket development, public utilities, energy, citizen participation, and political structures.
JSP&A’s energy clients have included the former DC Energy Office (DCEO), DC Department of the Environment (DDOE), Metropolitan Washington Council of Governments (MWCOG), DC Office of the People’s Counsel (OPC) and the DC Public Service Commission (PSC). Projects for these clients have included comprehensive economic plans, energy assurance plans, performance benchmarks for the DC Sustainable Energy Utility, and evaluation of energy programs for DDOE, OPC and the PSC.
Jerome currently serves on several boards and committees: DC Fiscal Policy Institute; Ward 4 Democrats; and the Civic League of North Portal Estates. His past memberships have included: DC Educational Licensure Commission; DC Rental Accommodations Commission (Vice Chair); Citizens Energy Advisory Commission: DC Community Humanities Council (Co-Chair); DC Historical Society; DC Consumer Utility Board (First Vice Char): National Parks and Conservation Association; DC Tax Revision Commission, Member; Ward 4 Committeeman to the DC Democratic State Committee; DC Zoning Code Advisory Committee; and Takoma Silver Spring Co-op Committees.
