Karen Shaw, Esq., MPH

Ms. Shaw specializes in healthcare law and policy in the areas of Medicare, Medicaid, health care delivery systems and financing with a focus on Medicaid compliance. Prior to joining TD&P Consulting, Inc., Ms. Shaw served as a Senior Regulatory Policy Analyst at CareFirst BlueCross BlueShield.

In this role, Ms. Shaw analyzed federal and state laws (with a focus on the Affordable Care Act), in order to advise Senior Management and internal working groups on impacts to CareFirst.

Prior to CareFirst, Ms. Shaw served as the Program Manager for the Division of Program Integrity at the D.C. Department of Health Care Finance (DHCF). In this role, she was responsible for ensuring that DHCF and DHCF providers complied with federal and state laws and regulations that addressed fraud, waste and abuse in DHCF programs.

Ms. Shaw’s previous experience includes policy and program development for Medicaid issues that impacted the Office of Special Education(OSE) in D.C. Public Schools, in her role as Director of Compliance and Policy for the Medicaid Unit in OSE.

​ Ms. Shaw holds J.D., MPH from The George Washington University Schools of Law and Public Health and Health Services, and a B.A. in Political Science from The George Washington University. She is a Semi-Annual Presenter for Medicaid Program Integrity Sessions at The George Washington University, Certificate in Health Care Corporate Compliance Program. Ms. Shaw holds an active bar license from the District of Columbia Bar Association
